 State Initiatives for IT Upliftments

Creating and enabling environment and niche marketing.

1 The nodal point and the prime mover for propelling IT growth and implementation of plan of action would be a registered society promoted by the Government- "Madhya Pradesh Agency for Promotion of Information Technology" ("MAP_IT"). The Agency's high powered governing body would be headed by the Chief Minister and would include the Ministers of Industry, Higher Education, School Education, Chief Secretary of the State Government, distinguished representatives from the IT industry, NIC, Science and Technology institutions, social sectors. The Chief Executive Officer of MAP_IT world
be an IT professional of repute and would hold the rank of ex-officio Secretary to the State Government.

The objectives of MAP_IT would be the following :

- To propel the growth of Information Technology (IT) in Madhya Pradesh and implementation of the State IT Action Plan for socio- economic development of the state.

- To coordinate with all the Government Departments/agencies for sectoral and cross-sectoral promotion and use of IT in Government and prescribe guidelines to enable smooth and widespread induction of IT.

- Coordinate and Network with investors and Industry, Trade organizations and financial institutions in public and private sector to promote growth in IT sector.

- To generate awareness amongst citizens and demystification of IT so as to promote its use as a comprehensive and cost effective means of disseminating information.

- Coordinate manpower needs and human resource development efforts for the above objectives.

- Coordinate and pursue development of all support infrastructure including telecom infrastructure in the State with the State Government and the Govt. of India and their agencies.

Marketing the State as an attractive IT destination for investment.

- Identifying and developing opportunities for furthering innovative research of world standard on its own or in collaboration with one or more institutions and/or industry.

2. Hindi is the medium of communication among governments and the population over the largest landmass of India. All the web pages of Government departments would also be in Hindi to increase their reach. The use of Hindi would also be promoted in all IT based databases and applications. Further, necessary action would be taken towards the following:

- To make Hindi E-mail as an important medium of communication between departments and field level offices.

- To ensure that in all public purchases of hardware/software, the systems being procured would have bilingual capabilities e.g. all keyboards would be bilingual facilitating.

- Partnering the Hindi language news papers and other media organizations based in the state for popularization, dissemination as well as access to Hindi formats.

- Collaboration with the other Hindi speaking states such as U.P., Bihar, Rajasthan, Delhi and H.P. for a joint programme of promoting Hindis presence on the internet by uploading and enhancing Hindi resources. Easy availability of standardized fonts would be part of this exercise.

- Collaboration with C-DAC for the setting up of an institute and research center of world standing for addressing problems relating to use of IT in Hindi computing in these languages, promotion of software applications in the vernacular, etc.

3. IT can not grow in isolation to the general pace and status of economic development of the State and so the IT policy will be dovetailed, giving it the pride of place in the Industrial Policy of the State. Commercial tax administration would provide opportunities for such incentives by accepting computerized tax returns, encouragement to computerized billing, bar coding of inventory etc.

Promotion of Infra structure, Industry and Investments

4 The State Government would move the Government of India to permit International Private Operators to create an international gateway hub each at Bhopal and Indore.

5 Sub-block level connectivity to the villages / Village Panchayats is a must for the introduction of IT for the social sectors including rural development. The Govt. would enter into MOUs with private entrepreneurs to establish Information kiosks and Community Facilitation centres in the rural areas.

6 The State electricity board (MPEB) would actively examine whether it can leverage the right of way its vast supply network by partnering with suitable private national or international communications companies with capital and technology in return for such right of way for connectivity.

7 Indore, Gwalior, Jabalpur and Bhopal would be developed as IT cities. The required land will be identified and the norms for the allotment of the land so identified would be made to attract investments in the IT industry.

8 Content industry and remote services will be pro-actively and vigorously promoted in the State to position M.P. as a lead State, in the country, in this area as well as, generate large employment opportunities in IT and IT enabled services sector.

9 Venture Capital availability would be given special focus by inviting FIs to be an integral part of States IT vision. The M.P. Industrial Development Corporation or the MPFC would work out a detailed proposal for dedicated venture capital fund for IT.

10 MPSIDC and MPFC would formulate a special package for providing financial assistance to the IT industry.

11 Hardware technology parks for manufacturing units in computers, telecommunication equipment, entertainment electronics and related ancillaries would be promoted and established at Pithampur, Mandideep and Malanpur and other industrial growth centres.

12 The existing schemes of self employment generation such as the IRDP, TRYSEM, PMRY etc. would be utilized to provide assistance to youth for setting up of Information Kiosks or soochana gumtis to provide email, internet and other value added services. The State has over 28000 STD PCOs at present. A phased strategy to upgrade
these into information kiosks would be worked out in consultation with basic service providers, banks and industry department.

13 State Government would facilitate a single window clearance system and a universal over-riding permission that gives the right to enterprises to carry on with activities with out barriers of any kind. Residential premises would be allowed to setup IT units, particularly related to content industry and remote services.

14 IT industries requiring electrical power upto 15 KVA could be established without any locational restrictions. Necessary amendment would also be made in Pollution Control Act and the rules therein.

15 Procedures in respect of some of the existing regulatory legislation relating to labour, factories, shops and establishments for the IT related units would be rationalized.

16 Leasing would be incorporated as a preferred option in out- sourcing policies for items of high obsolescence. Amendments to Store Purchase Rules would be worked out.

Promotion of IT in Government

17 IT Sub-plans: The annual plan of each department/sector in Government would have a detailed sub-plan for IT. Every department would be required to establish IT working group consisting of senior officers and representative of employees, a representative from MAP_IT, and also co-opting IT professionals on voluntary or contractual basis from other departments or agencies. There would be a nodal officer or executive for IT related matters in every
department.

18 Budgetary outlay: A distinct budgetary head of account for IT related activities would be introduced in the annual budget from this fiscal year.

19 The State Government would impress upon the XI Central Finance Commission of the need to modernize administration at the level of State Government as well as at the level of the PRIs. Additionally, modernization and computerization of systems in the Panchayats, would be included in the list of priorities for grants given as per the recommendations of the State Finance Commission.

20 The financial resources for computer penetration for Gram Panchayats presently numbering 31,126 would be met out of the grants- in- aid for basic services, and/ or by financing one educated unemployed Youth/Panchayat Karmi at each Gram Panchayat HQ to own/operate a computer unit for various value added services including information retailing through kiosks.

21 An action plan would be prepared to ensure that all offices of the district Government including those at the sub-district levels are computerized and networked by the year 200 In particular, the tehsil offices dealing with land records, revenue legislation, land acquisition information, collection and allocation of land revenue and cess to Panchayats, payments of compensation, planning an execution and expenditure on relief operations, information on listing of revenue
court cases, monitoring of progress in disposal of revenue case work etc. would be taken up for computerization by year 200 Offices such as those of the district governments and the PRIs should be in a position to enable single window facilitation after computerization.

22 Email facility would be extended to all employees to encourage greater use of email facility for communication.

23 The mantra for introduction of IT in Government departments would be Zero additional personnel costs, except costs on training and re-tooling of the serving employees.. The present pace of training would be stepped up to match computer penetration goals.

24 A special scheme of incentives would be introduced to motivate all Government employees to become computer literate. To do so in the shortest possible time frame, there would be a strategy of contracting with public and private sector training institutes for specially designed short-term courses for different groups of users.

25 All hardware supplies would be contracted with a compulsory clause on familiarization of employees in the operations. All bulk procurement of generic software as well as contracts on specialized application software development would be out-sourced on similar conditionalities for training.

26 Proposal to tie up with banks for hire purchase schemes for the employees and provide interest-subsidy for purchase of computers for personal use by employees would be worked out.

27 All departments will move towards electronic communication within the department. Necessary changes in the office manuals would be worked out for this purpose.

28 Networks : Every department would establish a LAN by the year 200 The District Government offices, the Collectorate and the Zila Panchayats as well as all other large offices would also establish respective intra-office networks.

29 The state unit of NIC provides a wide range of IT services in Madhya Pradesh. The NICNET facility has enabled networking with the districts and creation of many information systems and databases in various departments/sectors. These systems/databases would be up scaled and/or augmented and made on-line seamlessly. Detailed plans would be prepared especially in respect of the following.

(i) The Agriculture Market Information System on commodity arrivals and price movements in the major mandies

(ii) The Treasury Accounting Information System

(iii) The Commercial Taxes Information System

(iv) The databases under the DISNIC-PLAN, Village Information System and Gram Sampark Abhiyan.

(v) The Transport Management System.

The schedule for implementation of IT based systems in Government departments would be in phases.

Promoting IT in the Social Sector

30 Role of NGOs: NGOs and non-government organizations would be encouraged to establish Janpad (block) level centers  samadhan kendras for providing Hardware /Software or other support services.. NGOs volunteering to establish such centres would be encouraged to tie up with the mini ITIs, rural polytechnics and ITIs for man power
and skill development under TRYSEM and other schemes .

31 Awareness campaign : Using both formal and non formal channels, the State would disseminate information about the
applications, advantages to communities of the use of IT .

32 For the widest possible involvement of people and communities in IT, benefits of computers and communication resources to be provided at the village Panchayat and sub-block or cluster levels must be utilised for rural development activities, agricultural and horticultural extension for farmers, career guidance for youth, technology guidance for rural enterprises, micro level planning etc.
Communities and user groups or beneficiaries would be actively encouraged to participate, in all such activities, including in designing reporting formats and in deciding on control systems or entering data as it is an important way of demystifying the use of IT by and through communities.

33 All existing web sites relating to both Government and non- government agencies of Madhya Pradesh would be linked on a reciprocal basis.

34 The present public grievances redressal system of the State Government would be upgraded to facilitate access to citizens through any of the kiosks, Samadhan Kendras, public facilitation centers or Government offices. It would be made email based & strengthened to facilitate monitoring and on-line responses.

35 The wired villages concept would be replicated with a pilot in each district.

36 The State Government would stake its share of the claim in the various schemes, which form part of the recommendations of the National Task Force. Preparations for drawing up suitable proposals in order to leverage assistance as soon as GOI formally announces or launches these would be started straight away by the corresponding
departments of the State Government.

37 The district Sainik Welfare Boards would list ex-service personnel with background in communications and computers. The services of IT hardware specialists from the Defence Forces can be beneficially exploited by local hardware/ancillary industry. Financial arrangements and schemes would be proposed in collaboration with the Defence Ministry, Banks/FIs for retired Defence personnel for setting up IT training/services enterprises and IT kiosks. The services
of retired IT qualified Defence personnel would be utilized at school level for creating IT awareness in the villages/districts.

38 Creation of Intranet: Creation of Intranet among institutions in each social sub sector would qualitatively improve the
services/training being provided by institutions with resource and faculty constraints. To begin with, all medical colleges in the State would be linked for leveraging each others faculty strengths. Similarly, Tele or remote referral consultancy through linkages with medical colleges would be used to virtually upgrade the referral facilities at sub-district and district hospitals. The medical colleges would in turn tap institutions of excellence out side the state for consultations.

39 UGC is sponsoring the INFLIBNET which seeks to network all 176 Universities in the country. This would spur the use of Internet and Intranet resources by not only the campuses but even those local area networks that the University is able to create. Madhya Pradesh would take advantage of the INFLIBNET by promoting and developing
LANs for every University in the State by working out a detailed strategy. Creation of virtual libraries in colleges would also be a priority.

40 Creation of a Citizen Database: A unique social security ID number would be introduced for those availing various benefits such as social assistance, social security pension etc. The BPL household survey, survey conducted for electoral photo identity cards, etc. would form the database for such an exercise to improve delivery of services
and eliminate leakage.

Manpower Development for IT
41 Training for Government Employees: Training efforts, which are at present confined to largely the NIC initiative, would be multiplied. The existing Training institutions for the training of employees of the various departments as well as the State Academy of Administration would be upgraded to meet the requirements. Training tie up with private institutes using a common modular training package would also be used for re-tooling of employees.

42 Employees engaged in course studies in IT through distance education or other certification programmes would be allowed to use office computers after work hours. Recognition of computer time thus spent would be given due credit by the institutions awarding certificates.

43 Computer penetration in all the high schools in the next three years would be an effective way of spreading IT usage. All PRIs and urban local bodies would get at least one teacher or shiksha karmi in each high school, under their control, trained in IT usage or familiarity.

44 The National Task Force has recommended suitable floor space in Government buildings, which are not utilised during non-office hours, could be given to private educational institutions for IT training purpose in return for a proportionate number of free nomnations of Government employees for IT training. This concept would be extended to permit commercial utilisation of schools/college/educational institutions after academic hours in return for free training of teachers, staff and students. Transparent norms to facilitate this arrangement would be evolved.

45 Familiarization of PRI functionaries with benefits of IT uses would expedite introduction of IT based practices in these institutions. To begin with, Zila Panchayats and Janpad Panchayats would be introduced to IT during the training programs to be conducted for the newly elected members in September 1999.

46 To meet the manpower needs of the State in IT, private sector training institutions, and distance education format would also be encouraged along with other Government supported institutions.

47 The courses of study in the ITIs and polytechnics would be upgraded and the training of teachers of these institutions would be taken up simultaneously where required.

48 Action would be initiated for capacity enhancement of institutions imparting IT education in the State.

49 The State would gear for leveraging its share of benefits from the GOIs decision to make computers and internet access available to schools, polytechnics and colleges by the year 200 Proposals would be prepared for accepting these benefits in a phased manner each year.

50 The National Task Force has suggested setting up of IIITs. The State would propose to the Government of India setting up of at least one of the proposed IIITs in Madhya Pradesh fully funded by the Centre and in addition, promote private investment for setting up institutions of excellence in IT at par with IIITs by land grants.

51 The Universities in the State would look at how IT course modules can be introduced in the existing degree programmes so that every student is exposed to concepts and rudiments of applications in his or her own area of study.

52 The State would set-up a Virtual University as an enhancement of Open University model and also a Virtual School as an another dimension to the M.P. Open School.

53 For Demystification of IT and computers, the State Council of Education Research and Training would develop and include course material of an elementary nature to arouse curiosity and satisfy young minds at the primary school level

54 Madhya Pradesh would aim at creating computer awareness among its masses of a magnitude far higher and not yet achieved or aimed by any other State. It would be universal in character. Only then can people benefit from the IT policy and drive up demand for IT in the State as also throw up the trained manpower. In the ultimate analysis people must feel comfortable in using technology.
