The Government of Madhya Pradesh has laid great emphasis on Computerization in Government departments. which are revenue earning. and the departments where there is a large public contact, Major computerization projects currently underway are :

 

Smart Cards in Transport Department :   
The department of Transport has initiated computerization of its activities (issue of Driving licenses, Vehicle Registration, Permits etc) with Smart Card interface on a Build Own Operate (BOO) basis, All 39 office locations are being networked with the central office and it would become operational from October 2001.

 

Computerization in Land Records Department :
Project of computerization of ownership of agricultural land, started a long ago. Presently, 95% of data entry work is completed across 45 districts. 100% data entry is targeted to be completed by October 2001.

 

Computerization in Commercial Taxes Department :
All 52 offices of the Commercial tax Department are being networked across the state. A database of all tax payers and other business establishments is being created to facilitate on-line payment, check post activities are also to be networked and automated.

 

Computerization in Treasury operations :
District treasuries are being networked with the state headquarters and are to be connected with the Bank. This would facilitate information access on-line and data transmission bringing greater transparency to treasury operation.District treasuries are being networked with the state headquarters and are to be connected with the Bank.   Computerization MP State Agricultural Marketing Board (Mandi Board) :

Mandi Board has prepared a scheme to computerize its activities ;

Phase I : Computerisation of Mandi Activities

Phase II : Integration of Mandi network through Internet/Virtual Private Network.

 

INFORMATION KIOSKS
The IT Policy of the Govt, of Madhya Pradesh also lays thrust on setting up of information Kiosks for providing email. internet and other value added services. The existing public grievance redressal system is being upgraded, to facilitate access to citizens through kiosks. It needs to be e-mail based and strengthened to facilitate monitoring and on-line responses.

To encourage private sector participation in e-governance/citizen services initiatives, the State Government has formulated the following guidelines :

1.    Proposals for participation and investment shall be without any burden of financial expenditure on the State Govt.

2.    Projects of e-governance for citizen services shall be allowed on non exclusive basis to any investor.

3.    Duration of e-governance projects shall be six years and shall be reviewed at the end of five years.

4.    In order to ensure the state wide geographical spread of IKS every investor shall be required to set up a minimum of fifteen such kiosks in every block.

5.    All the transactions taking place at the Kiosks shall be based on use and pay basis.

Based on these guidelines several companies have evinced interest to set up kiosks in the State. And one such project is about to take off, this would be in the joint sector, between a state corporation and private company.

There are several services proposed to be offered to the citizens under this JV ;

commercial tax related services.

Tourism and travel related information.

police related services.

Health care related service.

Land records and revenue collection services.

Municipality and Panchayat services such as Birth/Death Registration and other functios.
