Criteria to declare Specific Backward Tribes

Three tribes of Madhya Pradesh Baiga, Bhariya and Sahariya have been declared specific backward tribes by the Government of India. The recognition to a specific backward tribe is provided by Government of India, and the recognition by the Government of India is ensured on the basis of following criteria:-

1)Previous technology level in agriculture.

2)The minimum level of literacy

3)Resides in extremely backward and remote areas.

4)Stable or declining population.

Efforts made for the development of specific backward tribes  

Jan Shri Bima Yojana (Jan Shri Insurance Plan):

  • All 90000 families have been insured under Janashree Insurance Plan.
  • The amount of Rs. 45,30,000/- has been paid to 277 families under the jan Shree insurance Scheme so far.
     
  • The amount of Rs. 5,32,200/- has been paid to 804 students of 9th to 12th class under the Jan Shree Insurance Scheme.
  • Under Janashree Insurance Scheme the amount of Rs. 75000/- is given to earning member of the family on accidental death, amount of Rs. 30000/- is given on normal death, Rs. 75000/- are given on permanent disability in accident and Rs. 37500/- are given on temporary disability.
  • A monthly scholarship of Rs. 100/- is given to sons and daughters of insured specific backward tribal families, from 9th to 12th class.
 
 
Following provisions have been made so that victim's family will get the full amount of Janashree Insurance Scheme:-
  • Rs.500/- will be given to beneficiary to open the Bank account from the amount of interest, and it will be taken back when the amount of insurance will deposited into his account.
  • The amount up to Rs.300/- will be sanctioned from the amount of interest to the nominee for travelling to bank and photograph etc. expenses.
  • For authentication of thumb impression the photograph and full address of the witness will be affixed on the form, and the expenditure of which will be included in the above mentioned amount of Rs.300/-.

Schemes launched under Conservation cum Development Plan started from the year 2007-08:-

1. An additional contract teacher Grade – III (PTG), to teach in local dialect 

  • To teach a community in their own dialect the native to the same Gram Panchayat will be appointed.
  • 09 Posts for Bhariya, 05 for Baiga and 200 posts are sanctioned for Sahariya.
  • Priority will be given to women in selection.
  • Eligibility norms will be relaxed to select 10th class pass candidate in case of non availability of 12th class pass candidate.
  • Periodically evaluation of teacher's working and result by the Abhikaran.
  • Honorarium equivalent to a Contract teacher Grade – 3.

 

2. Additional Anganwadi Teacher / Nursery Teacher (PTG)

  • 09 Posts for Bhariya, 224 for Baiga and 248 posts are sanctioned for Sahariya.
  • Preschool teaching to Boys / Girls of 3 to 6 years, in their own dialect.
  • Appointments to 8th pass candidate by giving relaxation in eligibility norms, in case of non availability of 10th pass women, and pre appointment training.
  • Prior to his appointment training
  • Honorarium at the rate of Rupees 1000/- per month.
  • Periodically evaluation of teacher's working and result by the Abhikaran.

  3. Coaching in the hostels operated in specific backward tribal areas

  • Coaching facility for Bhariya in 01 hostel, for Baiga in 31 and for Sahariya in 38 hostels, throughout the year.
  • Coaching arrangements for subjects like Maths, Science, and English etc.
  • Provision for honorarium of Rupees 2000/- per month for each hostel.

 

  4. Shaktiman Scheme in Karahal Block  

  • Arrangements for extra nutrition in Anganwadi at the rate of Rs.4/- per child for malnourished boys / girls.

 

5.5. Establishment of community Radio station for specific backward tribes

  • An amount of Rs.30.00 Lac has been made available to Vanya Publication to establish community radio station in Specific Backward Tribe Sahariya Development Abhikaran Sheopur and village Sesaipura (Block Karahal) the village at the border of Sheopur district. In the area of 30 kilometers, education health and recreation programs will be broadcast for Sahariya families. Similarly community radio stations will be established in Tamiya Development Block of Bhariya Development Abhikaran and Bajag development Block of Baiga Development Abhikaran. According to the information provided by Vanya Publication programs are being recorded and application has been submitted for Radio License.

 

Mobile Van for Health Facilities  

  • Allotment of Rs.20.00 Lac has been provided to Commissioner Health Department for mobile van to provide better health services in sahariya majorities area of Shivpuri district, like Deendayal Mobile Dispensary of Health Department. With inviting tenders by Health Department, the contract is being executed with selected institution ' Nivedita Educational Research Training and Development Council, Bhopal.

 

 

 

Agriculture Development Program  

 

High quality seeds, fertilizers and pesticides have been provided to one thousand selected farmer families of specific backward tribes through Jawaharlal Nehru Agriculture University, Jabalpur, under the agriculture development program; besides this the training for skill improvement and capacity building has also been imparted to farmers. The allotment of Rs.49.00 Lac has been made available to Jawaharlal Nehru Agriculture University for implementation of this plan.

It is noteworthy that many families have produced improved variety of wheat for the first time and this seed will also be useful for many families for next year.  

In the Baiga Chak where Baiga were initially depend on forest produce and later they began to cultivate paddy and now they have developed wheat production through this program, really it is a significant change.
