Madhya Pradesh Academy of Administration wins national Trophy for the Best Action Plan in Total Quality Management
The Madhya Pradesh Academy of Administration which has been making initiatives for introducing Total Quality Management in its functioning, has been awarded the national trophy for the Best Action Plan in Total Quality Management on August 6, 1999 at New Delhi. Five state Administrative training institutions from Kerala, Karnataka, Uttar Pradesh, Rajasthan and Madhya Pradesh prepared action plans which were assessed by a team from the CII and Civil Service College, U.K. The award was presented to the Director General, Shri P.K. Mehrotra by Shri N.Vittal, Chief Vigilance Commissioner, Central Vigilance Commission, Government of India at an awareness seminar on Total Quality Management at the Habitat Centre, New Delhi. The function was presided over by Shri V.K.Agnihotri, Additional Secretary, Government of India, Department of Administrative Reforms, Ministry of Personnel, Public Grievances & Pensions. The seminar was attended by over thirty officers of the rank of Joint Secretary to the Government of India.
The Action Plan prepared by the Madhya Pradesh Academy of Administration recognises the following important contributions of TQM in its improvement initiatives :
- Business Excellence Model as a wider and more comprehensive conceptual; framework within which to assess, diagnose and improve performance;
- Quality Improvement Teams as drivers of change;
- Focus on Vision and Mission;
- Customer Focus through Charters;
- Employee Focus: Employee Satisfaction and Employee Involvement;
- Process Documentation for improving processes;
- Self Assessment and Benchmarking; and
- Action Plan for improvements.
The strategy developed by the academy for planning and implementing the plan has the following important features :
- Involvement of stakeholders in planning and implementation;
- Awareness Building on quality issues for developing Leadership at every level;
- Assessment of the present state - SWOT, Employee Survey and Analysis of Feedback. This would be done by maximising the involvement of stakeholders - internal and external.
- Beginning with small improvements - the 5S for Daily Management;
- Development and institutionalization of Quality Management Teams as the agents of change and for sustaining improved performance;
- Developing Vision and Mission and setting Goals. A step in Policy and Strategy improvements;
- Development of charters for all the important services;
- Documentation of procedures and development of a Quality Manual;
- Investing in faculty and staff development;
- Assessment on the criteria of the Business Excellence Model to make future efforts more scientific and evidence based; and
- Monitoring of the implementation of the plan by a Steering Committee
The Madhya Pradesh Academy of Administration is now gearing itself to implement the plan. After a year, the implementation of the plan will again be assessed for awarding the trophy for the Best Implementation of TQM.
