Administrative Structure

 

 

1- Mantralaya :-

             The Tribal Development Dept. is  one of the major department of  the  state govt. functioning since 1962. It has the major responsibility to ameliorate the conditions of tribal communities of the state which constitutes a substantial proportion in the state’s population.

          It is headed by a cabinet  minister who by and large belongs to tribal community. To assist him in discharging the onerous task, a state minister is also included in Ministry.

2-M.P.Tribal Advisory Commeettee (e/;izns'k vkfne tkfr ea=.kk ifj"kn) :-  

           Under the provision of constitutional Act. 244(i) M.P.T.A.C. constituted. Its chairman is C.M. democratic set up, a

3-Secretariate Level (jkT; Lrj) :-

The department is headed by a Principal Secretary who is supported by a Secretary, Additional Secretary, Deputy Secretaries and few under secretaries. Commissioner Tribal Development is HOD who is responsible for the administrative control and implementation of schemes of the department.   

4-Division Level (laHkkx Lrj) :-

      The Divisional level structure of the department is as follows -

(A) Divisional Deputy Commissioner Tribal Development:-

        Office of the Divisional Dy. Commisioner  have been established in 7 division of the state. The Dy.Commissioners of the respective divisions is responsible for supervision and monitoring of the schemes and welfare activities going on in the division.

(B) Regional Research Center :-

            Regional research centers are located at Jabalpur, Rewa and Indore. The RRC acts as the divisional outreach unit of the Tribal Research Institute.

5-District Level (ftyk Lrj) :-

(A) Chief Executive Officer Zila Panchayat / Ex officio Addi. Commissioner (eq[; dk;Zikyu vf/kdkjh insu vij vk;qDr) :- 

      Under the three tier Panchayati Raj System for the monitoring of devlopmental schmes in tribal populated districts, the Chief Executive Officers of Jila Panchayat of tribal district  is designated as ex-officio Additional Commissioner and made responsible for implementation of development schemes, administrative and finencial  powers have also been delegated to them.

(B) Departmental District Office (foHkkxh; ftyk Lrj dk;kZy;):- 

        To implement the tribal developmental schemes  Assistant Commissioner in 18 tribal district and the  District Organiser in non tribal districts have been established

1. Assistatnt Commissioner Tribal Development (lgk;d vk;qDr) :-

        Assistant Commissioners are posted in 18 Tribal dominated districts namely ( 1. Jabalpur, 2. Mandla, 3.Dindori, 4.Chhindwara, 5. Seoni, 6. Balaghat, 7. Sidhi, 8. Shahdol,  9. Anuppur, 10. Ratlam, 11. Jhabua, 12. Dhar, 13 Khandwa, 14. Khargone, 15. Barwani, 16. Hoshangabad, 17. Betul and 18. Burhanpur )

2. District Organisor Tribal Welfare (ftyk la;kstd) :-  

        District Organisors are posted in remaining 30 non tribal districts namely ( 1. Narsinghpur, 2. Katani, 3. Rewa, 4.Satna, 5.Sagar, 6.Damoh, 7.Panna, 8.Chhatarpur, 9. Tikamgarh, 10.Gwalior, 11.Bhind, 12.Morena, 13.Datia, 14. Shivpuri, 15.Guna, 16.Ashoknagar, 17. SheopurKala, 18.Ujjain,19.Mandsor, 20.Shajapur, 21.Dewas, 22.Indore, 23. Neemuch, 24. Bhopal, 25.Rajgarh, 26.Vidisha, 27.Raisen, 28 Sehore, 29.Harda, 30.Umaria)

6- Project Level (ifj;kstuk Lrj) :-

To  monitoring and evaluation of schemes and budget given under the Tribal SubPlan and Special Component Plan to different departments, 26 Major Projects, 5 Medium Projects, 30 MADA and 26 clusters are in existance  Project Administrator  in major projects  Project officer in medium and MADA are deputed with the powers to monitor and evaluate tribal sub-plan.

7- Block Level  (fodkl[k.M Lrj) :- 

(A) Chief Executive Officer (Janpad Panchayat) :-

        The post of Chief Executive Officer JanPad Panchayat are sanctioned in 89 tribal blocks of the state and under the administrative control  of the department.

(B) Block Development Officer :-

      Block Development officer are posted in 89 tribal blocks of the state, A administrative control of these blocks is under the department.  In three tier Panchayat Raj System these BDO's are under the control of Janpad Panchayat.

(C) Block Education Officer :-

        74 Block Education Officer are posted for the control and  monitoring of education at school block level.

8- Primitive Tribal Group Agencies (Abhikaran) :-

       The three primitive tribes Baiga, Bharia and Saharia notified by the Govt. of  India are living in state,  For the development of these tribal communities 11 Abhikaran's (Agencies) have been constituted.
