The strategies of Scheduled Caste Sub Plan mechanism were evolved during the VII five year plan to channalise the flow of budget from State Plan to Scheduled Caste Sub Plan in accordance to the percentage of SC population. The Scheduled Caste Sub Plan also aims at improving the living condition of Scheduled Caste families by providing safe drinking water supply link road, health centers, educational institution, veterinary centers, nutrition, electricity etc. in Scheduled Caste habitats to improve their social and other community services Development of most vulnerable groups amongst Scheduled Caste viz; sweepers, scavenger, bonded labourers, nomadic and semi nomadic groups and denotified communities is also taken care of along with removal of un-touchabilities and protection against atrocities and socio economic exploitation of Scheduled Caste. demographic profile On 1st of November 2000 Madhya Pradesh state has been reorganized and divided into two states i.e. Madhya Pradesh and Chhattisgarh. Infrastructure development programme in the village having 50% or more Scheduled Caste population budgetary system Financial resources from which the flow of funds to Scheduled Caste Sub Plan takes place are shown below: State plan Scheduled Caste Sub Plan Centrally Sponsored & Central Sector Schemes Budget under Special Component Plan is prepared by the nodal department i.e. Tribal & Scheduled Caste Welfare Department with concentration of each department. Separate budgetary grant No 64,15 & 53 are created. Every department allocate the funds in SCSP under separate budget grant, which makes total allocation to SCSP upto the total population of SC. These funds are kept at the disposal of nodal department, i.e. SC & ST Welfare Department. Allocations out of this amount are made to the development departments as per the priorities and needs of the Scheduled Caste. monitoring system At the state level programme are reviewed and monitored by two committees. 1. 20-point programme state level sub committee reviews the progress under point No. 11 (A) and 11 (B) of 20-point programme concerning Scheduled Caste and Scheduled Tribe respectively. 2. Another very important and strong monitoring machinery at the State level is the sub committee of the cabinet for Tribal Sub-Plan/ Scheduled Caste Sub Plan programme. Quarterly review of schemes for Scheduled Caste is also done by the Director, Tribal Area Development Planning at state level. On 9th December 1999 a state level committee under the Chairmanship of the Minister of Scheduled Caste development has been constituted by the State Government to give suggestions to the state Government for protection of rights of the Scheduled Castes.
