The Madhya Pradesh State Co-operative Scheduled Castes Finance and Development Corporation Ltd.

General

This Corporation was originally constituted in the year 1979 in the name and style of “Madhya Pradesh Antyavasayee Sahakari Vikas Nigam Maryadit”. The Corporation was formed with the principal objective of making available loan assistance and subsidy to the families belonging to the Scheduled Castes, Scheduled Tribes and Other Backward Classes for financing projects of economic upliftment. Later on, this Corporation was also entrusted with the responsibility of implementing economic development schemes for the scavengers and the people engaged in unclean occupations. Subsequently, separate Finance and Development Corporations were also formed for undertaking economic development schemes for the people belonging to the Scheduled Tribes and Other Backward Classes. Thereafter, this Corporation has been implementing schemes for the people belonging to the Scheduled Castes and the scavenger families since 1995-96. The Minister for Scheduled Castes Welfare is the ex-officio Chairperson of the Corporation and a senior IAS officer is posted by the State Government as the Managing Director who is assisted by the Secretary, Development Officers and other staff posted in the Head Office.

Field Structure

 The Madhya Pradesh State Co-operative Scheduled Castes Finance and Development Corporation is incorporated under the Madhya Pradesh Co-operative Socities Act as a State level apex co-operative organisation. Similarly there are district level co-operative societies also which are registered under the above Act in the name and style of “Jila Antyavasayee Sahakari Vikas Samithi Maryadit”. These District level societies are established in all the old 38 districts of Madhya Pradesh. The district societies are functioning as district level offices of this Corporation for the implementation of the schemes of the Corporation. District Collectors are ex-officio Chairpersons of these societies and officers posted by the Corporation in the societies are designated as Chief Executive Officer or Executive Officer. The Chief Executive Officers/Executive Officers are assisted by the Field Officers and other office staff.

Schemes implemented by the Corporation

1. Schemes for the people belonging to the Scheduled Castes and those engaged in unclean occupations living below poverty line-

For assisting the people/families falling under these categories, the Corporation is implementing an important scheme called “Antyodaya Swarojgar Yojana”. Under this scheme individual project-cum-loan cases of the beneficiaries are prepared at the district level and submitted to the banks for sanction of loan. After sanction of loan by the banks, the Corporation makes available subsidy upto 50% of the project cost subject to a maximum of Rs. 10,000/- to each beneficiary. The scheme is aimed at assisting the beneficiaries to establish themselves in gainful employment and raise their income so as to improve their quality life. Approximately 7000-8000 beneficiaries are targeted to be assisted annually under this scheme.
 

2. National Scheme of Liberation and Rehabilitation of Scavengers.

This scheme launched by Government of India in 1992-93, is implemented in the State by this Corporation under the name “Pratishtha Yojana”. This scheme aims to assist scavengers and members of their families, who are engaged in the dehumanising practice of manually carrying/cleaning human excreta, to be able to establish themselves in alternate occupations. Under this scheme, training is imparted to the target beneficiaries so that they acquire skills to start other economic activities/occupations. Individual project cum loan cases are prepared and submitted to banks for sanction of loan. Subsidy upto 50% of the project cost subject to a maximum of Rs. 10,000/- is made available to the scavengers under this scheme and apart from subsidy, margin money loan upto 15% of the project cost subject to a maximum of Rs. 7,500/- is also sanctioned by this Corporation. On an average 4000-4500 scavengers are targeted to be assisted annually under this scheme.

3. Schemes implemented with the term loan assistance from National Scheduled Castes & Scheduled Tribes Finance and Development Corporation, New Delhi.(NSFDC)

The Corporation finances beneficiaries belonging to the Scheduled Castes, whose annual income doesn’t exceed double the poverty line with the term loan assistance from the NSFDC. For this purpose, projects for financing schemes such as Mini Bus, Jeep-Taxi, Dairying, Piggery, Oil mill, Hardware Shop, Stationery Shop etc. are prepared and sent to NSFDC for sanction of term loan assistance. After sanction of term loan assistance from NSFDC, this Corporation makes available loan and margin loan assistance to the beneficiaries.

4. Schemes implemented with the term loan assistance from the National Handicapped Finance and Development Corporation, Faridabad. (NHFDC)

The Corporation also finances individual handicapped persons belonging to the Scheduled Castes whose annual income doesn’t exceed five times the poverty line. Individual projects for different activities/occupations are got prepared for the handicapped persons which are submitted to NHFDC for sanction of term loan assistance. After sanction of cases by NHFDC, this Corporation makes available term loan assistance to the handicapped beneficiaries.

5. Schemes implemented with the term loan assistance from National Safai Karamcharis Finance and Development Corporation, New Delhi. (NSKFDC)

In addition to the loan, margin money loan and subsidy assistance given to the scavengers under ‘Pratishtha Yojana’, this Corporation also prepares projects for schemes such as Sanitary Marts, Jeep-Taxi, Electrician/Plumber Unit, Piggery Unit, Ready Made Garment Shop etc. and submits them to NSKFDC for sanction of term loan assistance. After clearance of the projects by the NSKFDC this Corporation finances scavengers individually and in groups for different activities/occupations. Margin Money Loan and Subsidy are also sanctioned to the beneficiaries under these schemes.
