          OBJECTIVE OF HYDROLOGY PROJECT

The Project aims at developing comprehensive easily accessible, user-friendly database, covering all aspects of hydrological cycle in surface water and ground water in terms of quality and quantity. The overall objective of the project is to make the hydrological information available for planning and development of water resources.To set up and improve the Hydrological Information System (HIS) in peninsular states in India.

CONCEPT OF HYDROLOGICAL INFORMATION SYSTEM (HIS) - HYDROLOGY PROJECT: -

The Hydrological Information System (HIS) developed under hydrology project has great meaning related with development of spatial data in digital data sets. The principles of HIS are implied in the words of the title

  • Hydrological: - Hydrology is the science of water in the hydrological or water cycles and is concerned with its states, storage and fluxes in location, time and phase.
  • Information: - Information is data, which has been manipulated and processed to give them meaning and purpose. Three key features of information are reliability, availability, and presentation.
  • System: - The is not simply a data collection or archive, it is logical and structured system to collect data which are subsequently maintained in digital form (i.e. entered into the computer)

     Why does India need the Hydrological Information System?

The Hydrological Information System will enable the Central and State governments, industries and farmers to know the availability,to plan and to manage the water resources better and improve the hydraulic infrastructure to avoid disasters such as floods and droughts.

     How is the Hydrological Information System set up?

Under the Hydrology Project, a wide network of water monitoring equipment has been installed in nine states in India. This equipment continuously measures rainfall, flows in rivers, storage in lakes, groundwater levels and how much water disappears into the sea. Laboratories are set up to measure the quality of ground water and surface water.

The collected data are stored in comprehensive, easily accessible and user friendly databases which cover all aspects of the hydrological cycle (quality and quantity) in the domains of groundwater, surface water and hydro-meteorology.

Under the Hydrology Project, more than 10,000 Indian government employees are being trained to take part in collection, processing storage and disseminationof data.

     Execution of the Hydrology Project

The Hydrology Project is executed under the agency of the Ministry of Water Resources various departments at central and state level.

      At Central level:  Central Water Commission
                                   Central Ground Water Board
                                   National Institute of Hydrology
                                   India Meteorological Department
                                   Central Water and Power Research Station
                                   National  Water Academy

     At State level:      Ground Water Departments
                                   Surface Water Departments

     The technical consultants to the Hydrology Project

Technical assistance to the Hydrology Project is provided by DHVConsultants and Delft Hydraulics,both from The Netherlands. Both DHV Consultants and Delft Hydraulics specialize in hydrology and water resources engineering and have executed various projects in Asia. The Consultants have set up an office in New Delhi totally dedicated to the Hydrology Project.This office employs about 30 Indian and Dutch consultants who co-ordinate the Hydrology Project and assist the government departments with the implementation of the project.

     Funding

The World Bank provides a loan of US$ 140 million for project implementation. The Indian implementing agencies support the project with US$ 23 million.The Government of The Netherlands made a credit available of US$ 17 million to support the project with technical assistance.

      Time span of the Hydrology Project

The project started in 1996 and is executed over a period of seven
years. This project is completed on 31st December 2003.
